dalla documentazione:

"III.  Architectural Choices, and their Justifications

1)      Open Source.  Martus software is developed as an Open Source /  
Free Software solution, meeting the code transparency and distribution  
requirements of  I-B.  Anyone may examine the source code to convince  
themselves that there are no back doors.  Anyone will be able to  
download an installable copy of Martus software from the open source  
code repository and set up their own Martus client.  These choices meet  
the requirements for I-F."

quindi non sembra liberamente modificabile. mi pare di capire che il  
loro interesse principale fosse renderlo "controllabile" da occhi  
esterni.
