SOLVE:

-ROOT- [hal9k] pts/1 root #openvpn --dev-node /dev/tun --mktun --dev tap0
Thu Sep 23 23:13:15 2004 0: TUN/TAP device tap0 opened
Thu Sep 23 23:13:15 2004 1: Persist state set to: ON
-ROOT- [hal9k] pts/1 root #

Dovevo solo specificare il node del device..Ora tutto funziona..
