Gli amici di NoCat stanno facendo un bel lavoro.
Non so se e' la tua esigenza, ma hanno sviluppato un
bellissimo "captive portal" opensource: NoCatAuth.
Trovi in rete anche una tesi d'esame al riguardo:

Sono applicazioni per autenticare utenti saltuari che
accedono alla rete per raggiungere servizi
e non per comunicare tra loro; insomma, il classico
hot-spot.
